In the coming 14th Five-year Plan period (2021-2025), education will be one of the top missions of the Party and the state. We will fully implement the Party’s education policy, give priority to education, cultivate talent for the Party and the country, and develop education that satisfies the demands of the people. In accelerating the modernization of education we will foster a new generation and prepare them for the mission of national rejuvenation. We will keep to the socialist path in education, take the fostering of values and moral integrity as the fundamental goal of education, and make education play its role in encouraging students to foster and apply the core socialist values. We will further reform and innovate school courses on moral standards and political philosophy, strengthen and improve physical and aesthetic education, and expand programs on basic life and work skills. We will develop well-rounded education and promote equal access to education. China’s socialist modernization has many distinctive features. One of these is that it is a modernization characterized by harmonious coexistence between humanity and nature - a modernization that synchronizes material progress and eco-environmental progress. During the 14th Five-year Plan period (2021-2025), in its efforts to build an eco-civilization, our country has entered a crucial stage in which the country makes carbon reduction a strategic priority, builds synergy between reducing pollution and bringing down carbon dioxide emissions, pushes for a complete green transition in socio-economic development, and strives for quantitative-to-qualitative improvement of the eco-environment. We must apply the new development philosophy in full, to the letter and in all fields of our work, maintain strategic resolve, and plan economic and social development with the goal in mind of achieving harmony between humanity and nature. In the coming years, the dominant position of the domestic market in our economy will become more apparent, and the potential of domestic demand will be further unlocked. In terms of demand, with 1.4 billion people, including a middle-income population of more than 400 million, China’s retail sales will soon surpass that of the US, ranking first in the world, and still leaving room for further growth. In terms of supply, our strong production capacity based on the huge domestic market can facilitate the integration and innovation of factors of production worldwide, and maximize the effects of economies of scale and agglomeration. As long as we continue to adapt to changing circumstances and implement precisely-targeted policies, we have all the strengths to create a new development dynamic and gain a new competitive edge. As long as we maintain our strategic resolve, uphold the underlying principle of pursuing progress while ensuring stability, take supply-side structural reform as our main task, and further reform and opening up on all fronts, our country will be able to speed up its transition to high-quality development and embrace brighter growth prospects. In the course of economic development, we should create a better environment for the private sector by addressing their difficulties and supporting their reform. We need to help the sector transform pressure into impetus, tap innovation as a lasting source of growth, and give full play to its creativity. Therefore, it is imperative to implement the following six policy measures... Guaranteeing access to compulsory education means ensuring that children from poor families do not drop out of school during the compulsory education period. Guaranteeing access to medical care means covering all impoverished people with medical insurance which will make treatment of common and chronic diseases accessible and affordable for them, and allow them to maintain their normal life should they suffer from a serious illness. Guaranteeing access to safe housing means moving impoverished people out of dilapidated houses. Ensuring drinking water safety means giving all rural people access to safe drinking water through a coordinated approach. This is a basic national requirement, but the situation varies from place to place...All regions should be flexible and take their own realities into consideration rather than imposing a uniform requirement. While science and technology are instrumental in national development, they can also create risks. We should be able to foresee potential conflicts with existing rules, social risks, ethical challenges brought by sci-tech developments, and we must improve relevant laws and regulations, ethical review provisions, and supervision frameworks accordingly. We should participate to the full in global science and technology governance, contribute Chinese wisdom, and shape a philosophy of technology for good purposes, so that science and technology better serve human wellbeing, and enable China's science and technology industry to contribute more to building a global community of shared future. We should foster innovation vitality in talented people from all fields, and build China into a global leader in terms of talent resources. A global science and technology power must be able to attract, retain, and make best use of competent professionals from across the world. In the final analysis, China must rely on capable innovative talent to realize greater strength and self-reliance in science and technology. We will regulate the development of the digital economy. To this end we should put equal emphasis on both development and regulation, and make them mutually complementary. We must build a comprehensive, multilevel and all-dimensional supervisory system with improved market access and a mechanism for fair competition review and regulation. We must correct and regulate conduct and practices that undermine the people's interests and hinder fair competition, and protect against platform monopolies. We must investigate and punish monopolistic conduct and unfair competition in accordance with the law. We should protect the legitimate rights and interests of platform employees and consumers, and strengthen tax supervision and inspection. Scrutiny by the media and the public should be integrated to create synergy. We gather here to celebrate the centenary of the Communist Party of China, looking back on the glorious journey it has traveled over 100 years of struggle, and looking ahead to the bright prospects for the rejuvenation of the Chinese nation. Through the continued efforts of the whole Party and the entire nation, we have realized the First Centenary Goal of building a moderately prosperous society in all respects. This means that we have brought about a historic resolution to the problem of absolute poverty in China, and we are now marching in confident strides towards the Second Centenary Goal of building China into a great modern socialist country in all respects. Looking back on the path we have traveled and forward to the journey that lies ahead, it is certain that with the firm leadership of the Party and the great unity of all the Chinese people, we will achieve the goal of building a great modern socialist country in all respects and fulfill the Chinese Dream of national rejuvenation. On the journey ahead, we must continue to uphold the Party’s overall leadership, and unite the Chinese people and lead them in working ceaselessly for a better life. The country is the people and the people are the country. As we have fought to establish and consolidate our leadership over the country, we have in fact been fighting to earn and keep the people's support. In the people, the Party has its roots, its lifeblood, and its source of strength. The Party has always represented the fundamental interests of all Chinese people; it stands with them in the best and the hardest of times and shares a common destiny with them. The Party has no special interests of its own - it has never represented any individual interest group, power group, or privileged stratum. Any attempt to divide the Party from the Chinese people or to set the people against the Party is bound to fail. More than 95 million Party members and more than 1.4 billion Chinese people will never allow such a thing to come to pass. We should move faster to establish our Chinese discourse and narrative, interpret China's practice with China's theory, and enrich China’s theory with China's practice. We should create new concepts, domains and expressions that are accessible to an international audience, and present panoramic and distinctive stories of China and its culture. We should conduct in-depth studies from a range of perspectives - politics, economics, culture, social affairs, and the eco-environment - focusing on China's spirit, values and strengths, so as to provide academic and theoretical support for our international communication. China's ideas, wisdom and solutions should be better communicated to the international community. China is moving closer to the center stage of the world. We have both the capacity and the duty to play a bigger role in global affairs, to work together with other countries in solving the common problems of humanity, and to make a greater contribution to the world.
